What the official survey found

Why the numbers disagree

While the NSPD puts prevalence at 2.8 percent, the Household Income and Expenditure Survey 2022 reported around 5.7 percent, and expert reviews note estimates ranging from under 2 percent to over 7 percent depending on definitions and methods. Globally, the World Bank estimates around 16 percent of people live with some form of disability. The honest conclusion is that measurement differences and underreporting mean official figures likely undercount, and experts have called for a unified national database.
The exclusion behind the numbers
The starkest findings are about participation, not prevalence. The BBS data shows that while primary school enrollment is nearly universal nationally, only around 41 percent of children with disabilities attend school. Only about 27 percent of persons with disabilities take part in any economic activity. And around 44 percent report having faced discrimination or harassment. Whatever the true prevalence, the exclusion is well documented.
